FLEOA Strengthens International Law Enforcement Partnerships at 2026 ICPRA Conference
FLEOA Executive Director Michael Hughes and FLEOA Former National President and Emeritus Member Nate Catura represented FLEOA at the international gathering, joining leaders of police and law enforcement representative organizations from around the world to exchange ideas, identify emerging challenges, and strengthen cooperation on issues directly affecting law enforcement professionals.
ICPRA is an international network of police unions, federations, associations, and representative organizations. Founded in Canada in 1996, ICPRA today represents approximately 1.5 million law enforcement personnel through affiliated national organizations spanning four continents and more than 30 languages. Its members include organizations from the United States, Canada, Australia, New Zealand, the United Kingdom and Ireland, South Africa, Portugal, and across Europe and around the world.
“FLEOA’s membership in ICPRA gives our members a seat at an international table where many of the challenges facing law enforcement today are being confronted and discussed,” said FLEOA Executive Director Michael Hughes. “Whether we are talking about officer safety and wellness, recruitment and retention, emerging technology, fair pay and working conditions, or the increasing pressures placed upon law enforcement professionals, these issues do not stop at national borders. ICPRA has established itself as an important international voice for law enforcement personnel. Among its accomplishments, ICPRA became the first law enforcement representative organization accredited by the International Labour Organisation (ILO), established the International Police Lawyers Network, developed international principles addressing officer safety, equipment standards, professional policing and wellness, and created a sustained forum for police associations to exchange research, legal strategies, advocacy approaches, and best practices.
FLEOA also holds a leadership role within ICPRA. Mr. Catura serves as one of ICPRA’s North American Regional Executive Committee representatives, helping ensure that the experiences and priorities of American federal law enforcement professionals are represented within the organization’s international work.
“The value of ICPRA is the relationships it creates between law enforcement organizations that may be thousands of miles apart but are often confronting remarkably similar challenges,” said Catura. “Those relationships allow us to share information, legal expertise, advocacy strategies, and lessons learned rather than having every organization start from scratch. FLEOA’s active participation ensures that our members have access to that global network and that the perspective of U.S. federal law enforcement is part of these important international discussions.”
Recent ICPRA discussions have addressed issues ranging from artificial intelligence and policing, terrorism and geopolitical conflict to officer wellness, protest movements, police leadership, technology, legal protections, and emerging threats to law enforcement personnel. The organization also provides members with the ability to identify developing issues internationally before those same challenges reach their own jurisdictions.
For FLEOA, participation in ICPRA strengthens the Association’s ability to advocate for its members by providing access to international experience, research, legal expertise, and a trusted network of law enforcement leaders. It also gives FLEOA an opportunity to share the experience and perspective of America’s federal law enforcement community with partners around the world.
